Planeload of Kalashnikovs sends warning to world over Ethiopia's massive new dam



The plane from Egypt packed with a cache of weapons was meant to arrive in Somalia in May.  

But the two thousand Kalashnikovs, rocket launchers, sniper rifles, pistols and mortars never touched down.

They were stopped, a senior Somali official told The Sunday Telegraph, because of fears in Mogadishu of Somalia being publicly drawn into a growing row between two of Africa’s superpowers.

Egypt has been the dominant power on the Nile for thousands of years. But the balance of power is about to shift far upstream.

In the next few weeks, when the rainy season arrives, Ethiopia will start to fill up a vast reservoir with the waters of the Blue Nile, one of the great river’s two main tributaries. One of Africa's largest infrastructure projects will effectively give Ethiopia the power to turn off the taps in Egypt - and could force neighbouring countries to pick a side

For nearly a decade, Ethiopia has been constructing a one-mile-long wall of cement almost twice the height of the Statue of Liberty. The Grand Ethiopian Renaissance Dam, as it is known, straddles the Blue Nile, only a few miles from the border with Sudan.

The mega project is almost complete. It will be the largest hydroelectric dam in Africa, capable of holding 72-billion cubic metres of water and doubling the country’s unstable energy supply.

For Ethiopia, the dam is a national wonder — a statement of a people treated cruelly for the last century emerging onto the world stage, and a stepping stone towards industrialisation. 

The £3.8bn needed for the project has been raised without international help through private donations and government bonds. Ethiopian civil servants have even been asked to pay part of their salary towards the construction.

But for Egypt, whose 100 million people live almost entirely off the freshwater from the river, the dam poses an “existential threat” according to Egypt’s Minister of Foreign Affairs, Sameh Shoukry.

Egyptian officials say that even a small reduction in the Nile’s waters could worsen already bad droughts and wreak on the country’s rich agriculture sector and water supply.

Sudan, the other downstream country, stands to benefit from the cheap electricity and the flood control the dam will provide.

Talks between the three countries over how the dam should be filled and managed have failed to resolve these fundamental differences.

In February, a US-backed round of talks ended with Ethiopia walking out at the crucial moment. The talks came close to reaching a deal but broke down over detailed legal issues of drought management and international treaties. Ethiopia felt these would damage its sovereignty.  

Now Ethiopia is planning to fill it with or without an agreement. In recent weeks, this has prompted analysts and diplomats to issue unprecedented warnings that a peaceful resolution must be found immediately.   Their concerns are well-founded. In the past, Egyptian officials have made thinly veiled threats of military action, saying that Egypt would use “all means available” to protect its water security. Powerful actors close to the government have gone further, saying the Egyptian people will call for war if Ethiopia tries to starve the country.   The Ethiopian Prime Minister and Nobel Peace Prize winner Abiy Ahmed has responded in kind. Last year he said that “No force can stop Ethiopia from building the dam” and that the country would marshal ‘millions’ of men to defend it.

Despite the rhetoric, the chances of outright war between Egypt and Ethiopia are slim. With some 1,000 miles of Sudanese desert separating the two powers, Ethiopia looks invulnerable to land attacks.

Airstrikes on the dam are a more feasible military option for Egypt. However, this would have devastating effects on regional security and would win Cairo few long term benefits.

“If Egypt launched strikes against the dam, what long term advantage would it gain? Even if that strike was highly destructive,  Ethiopia would just start building another dam on the Blue Nile. Then in ten years, Egypt would face the same problem but this time it would not be consulted at all,” says William Davidson, Senior Analyst at the International Crisis Group, an NGO based in Brussels.

A new round of African Union mediated talks is currently underway. Last week, Egypt’s foreign minister warned that if the United Nations failed to intervene in the dispute, there was a risk of conflict.

“The latest talks represent the culmination of months of brinkmanship,” said Adam Taylor from the Africa-focused risk consultancy, Sofala Partners.

“But it still seems difficult to imagine how either Egypt or Ethiopia could publicly cede ground without losing face.”

It is unclear who will back down first. If no deal is found, tensions in the fragile region will continue to rise with the waters.

The plane load of weapons, detailed in several documents leaked to the Sunday Telegraph, will stay in Egypt - for now.

NEW YORK: New York must pay US$810 million to its debt-ridden cabbies, the state attorney general said Thursday (Feb 20), accusing the city of fraudulently inflating the value of permits needed to drive its famed yellow taxis.

Letitia James, head prosecutor for the state of New York, said an investigation by her office showed that the auction price of thousands of permits, known as medallions, had been artificially inflated by hundreds of millions of dollars between 2004 and 2017.

Yet the administrative body "published false and misleading medallion prices" in a number of cases, James' office said, causing the price of a single medallion at auction to spike from US$283,300 in 2004 to US$965,000 in 2014.

The city allowed brokers and top players to collude on prices, the prosecutor said, as the TLC encouraged drivers to use the medallions as collateral for loans.

The state's prosecutor said medallion prices were fraudulently set so high that drivers could not pay them off with their earnings from cab operation regulated by the city itself.

"The very government that was supposed to ensure fair practices in the marketplace engaged in a scheme that defrauded hundreds of medallion owners, leaving many with no choice but to work day and night to pay off their overpriced medallions."

New York's taxi industry has been upended by the arrival of ride-hailing platforms like Uber and Lyft.

More than 950 licensed taxi drivers have declared personal bankruptcy since 2016, according to a New York Times investigation of court records published last year.

Recent years have also seen a spate of suicides from cab drivers suffering under crushing debt.

The sum of US$810 million corresponds to the city's revenues from medallion sales and resale tax, according to the attorney general, and must be paid within 30 days or James' office intends to sue, it said.

U.S. health officials recently confirmed that packages from China aren’t a potential source of coronavirus. Why?

Well, viruses in the coronavirus family don’t survive on surfaces very long. Considering it takes a few days to a few weeks for packages to make it to the U.S. from China, any remnants of the virus would be long gone before the packages landed on your doorstep… even if a sneezing coronavirus-carrying person prepared your package in China. The only way you can catch the virus is through respiratory droplets directly from another person.

That said, this particular coronavirus is a new breed. And scientists don’t exactly know how resilient it is. But the viruses it’s most similar to — severe acute respiratory syndrome (SARS) and Middle East Respiratory Syndrome (MERS) — only last a few hours on object surfaces. So, chances are, this virus has the same shelf life.

That means packages from China are perfectly safe… at least when it comes to coronavirus. There are plenty of other risks to buying stuff online from China, like getting counterfeit items, products that don’t conform to U.S. safety standards, problems getting refunds… but that’s a whole other story.

Regardless, we may begin to see fewer packages or goods, in general, making their way from China. According to a CNN Business report, both shipping and air cargo out of China has been disrupted as many factories are shutting down and workers staying home to prevent the further spread of the virus in China. However, UPS and FedEx said they continue to fly into and out of China, even though UPS reports they are seeing reduced demand for its services as a result of business closures.

ባለፈው ቅዳሜ አንድ የ3 ዓመት ህፃን በመንጋው ህይወቱ አልፏል።

በድሬዳዋ ከተማ ባለፈው ቅዳሜ ከቀኑ ዘጠኝ ሰዓት አካባቢ ልዩ ስሙ ገንደ ሮቃ ከሚባለው ገደላማ ስፍራ የወጣ የጅብ መንጋ በሰፈሩ በመጫወት ላይ ከነበሩ ህፃናት መካከል አንድ የ3 ዓመት ጨቅላ ህፃን አንጠልጥሎ ወስዷል።

ህፃናቱ ተደናግጠው ባሰሙት ጩኽት የሰፈሩ ሰው ግልብጥ ብሎ የወጣ ቢሆኑም በተለይ የተጠቂው ህፃን አባት እስከ የጅብ መንጋው ጎሮ ድረስ እየሮጠ በመከተል የአንዱን ጅብ ጭራ በመያዝ ጭምር የልጁን ህይወት ለማትረፍ ያደረገው ሙከራ ሳይሳካለት መቅረቱን የአካባቢው ነዋሪዎች ለኢዜአ ተናግረዋል።

ህፃኑ በነዋሪው ርብርብ ከጅብ መንጋው ማስጣል ቢቻልም ጭንቅላቱ ላይ በጅብ ንክሻ የከፋ ጉዳት ስለደረሰበት ህይወቱ ማለፉን ወይዘሮ አልማዝ ዝናቡ የተባሉ የአካባቢው ነዋሪ ገልፀዋል።

ከቀድሞ ምድር ባቡር ድርጅት፣ ከጉምሩክና ከምስራቅ አየር ኃይል በተለምዶ ሰባተኛ ከሚባለው የጦር ካምፕ የሚዋሰነው ገንደ ሮቃ የሚባለው መንደር ከጊዜ ወደ ጊዜ በጥሻ እየተዋጠ በመምጣቱ የጅብ መንጋ የሚርመሰመስበት ስፍራ መሆኑን ነዋሪዎቹ አስረድተዋል።

አቶ ታገል በንቲ የተባሉ የአካባቢው ነዋሪ እንደገለፁት የጅብ መንጋው ከጎሮው እየወጣ ነዋሪዎችን ሲተናኮል በአንድ ወር ውስጥ ለአራተኛ ጊዜ ነው።

የጅብ መንጋው በአካባቢው እንዲርመሰመስ ካደረጉት ምክንያቶች መካከል ከምድር ባቡር ድርጅት የፍሳሽ ቱቦዎች ፤ ከሰባተኛ ጦር ካምፕና ከጉምሩክ  የሚጣሉ ተረፈ ምርቶች የሚለቃቅመው ምግብ ፍለጋ ነው ተብሏል።

የድሬዳዋ ጉምሩክ ቅርንጫፍ ጽህፈት ቤት በኮትሮባንድ የሚይዛቸው ከብቶችም  ለጅቦቹ መበራከት ምክንያት መሆኑን የአካባቢው ወጣት ካሳሁን ከበደ ተናግሯል፡፡
ወይዘሮ አለምነሽ ገዛኸኝ የተባሉ ነዋሪ በበኩላቸው ትናንት ጭምር አራት ጅቦች በአካባቢው ሲያንዣብቡ እንደነበር ገልጸዋል፡፡

ዳግም ተመሳሳይ ጥፋት እንዳይከሰት መንግስት አፋጣኝ መፍትሄ እንዲፈልግለትም ነዋሪዎቹ ጠይቀዋል።

Flu season deaths increase by 7 in San Diego

SAN DIEGO (KGTV) — Seven more deaths due to complications from influenza have been reported in San Diego County over the last week.

Local health officials said the cases bring San Diego's season death toll to 39. Last week, 1,880 cases were reported, which is 380 fewer than the previous week.

"Influenza remains widespread in the region and people should continue taking the recommended precautions to avoid getting sick," said Wilma Wooten, county public health officer. "The best way to prevent the flu is getting vaccinated."

This season, 11,778 cases have been reported.

The flu vaccine is available at local doctors' offices, pharmacies, and public health centers. A list of locations offering flu shots can be found on the county's immunization website or by calling 211 for the county's health hotline.

Local health officials and the CDC recommends everyone 6 months and older receive a vaccine, especially those at higher risk of complications from the flu such as pregnant women, people with chronic medical conditions, and locals 65 or older.

SAN FRANCISCO — Uber’s decision to allow drivers to set their own rates in three California markets is triggering fears of a race to the bottom in pricing.

The test, taking place in Sacramento, Santa Barbara and Palm Springs, is one of Uber’s responses to AB5, the new California law requiring companies to make workers employees or establish clearly that they are independent contractors. That requires, among other qualifications, demonstrating the workers are free from the company’s control.

Typically, Uber sets fares by market and makes real-time adjustments based on demand. Drivers have no control in pricing and little visibility into the methodology, although it’s dictated by factors including the amount of time spent on the ride, as well as the distance driven.

In the test markets, Uber is letting drivers crank the established fare up to five times the price, so they only accept rides that will pay what they think the trip is worth. The idea is to address a tenet in AB5 requiring employers to demonstrate contractors’ independence.

But drivers at Sacramento International Airport said early experiments with the changes proved it was difficult to earn more than Uber’s base fare, and efforts to collectively raise their pay by calling for a set fare — say, two times the cost of a ride — were quashed by drivers eager to secure to a ride for less. Starting this week, drivers will also be allowed to set their price floor below Uber’s established fare, meaning drivers could provide trips for far less.

“This new option is not gonna work to our advantage,” said driver Linda Simonyan, 54, of Sacramento, who has been driving part-time for Uber and Lyft for three years. “Riders are used to bottom prices and are not willing to pay more.”

Tech companies such as Uber and Lyft, food delivery services DoorDash and Postmates and grocery delivery service Instacart have created a new economy of thousands of so-called gig workers, whom they consider independent contractors. The flexible employment model has allowed the companies to grow rapidly without guaranteeing the same wages and benefits to workers as normal employees.

Some workers have complained that as the companies grew bigger and raked in hundreds of millions in funding, they’ve been squeezed. Wages have gone down, requiring working more hours for the same pay. And work can be uneven. That prompted some California lawmakers to find that companies have saddled workers with low-paying, high-intensity jobs that don’t afford the same rights and benefits as employment.

Uber says it is giving drivers flexibility merited under the tenets of AB5. “There is no question that the product changes we’re making in California to strengthen drivers’ independence will meaningfully affect how Uber works for drivers and riders alike,” Uber spokesman Matt Wing said in a statement. He said a number of businesses have had to make decisions based on the law that have unclear consequences.

“In this case, we are starting with a very small test to make sure we minimize any negative outcomes for everyone who uses Uber, as best as we can,“ he added.

The test is part of the company’s internal Project Luigi, Uber’s effort to prove its drivers are independent so they are not subject to benefits and worker protections that would be required for employees.

As part of that plan, Uber has instituted a separate app experience for California drivers in an attempt to strengthen its case that they are running independent businesses. Changes include allowing drivers to decline trips without penalty and to be designated by passengers as “favorites," meaning the app would give them first pass at accepting trips such as rides to the airport.

And now, in the three test markets, drivers can adjust their apps to only accept trips at a preferred fare multiple — say, 2.5 times what a rider would normally pay, or anything up to five times the established price. But they’ll only receive a fare if a passenger is willing to pay. Meanwhile, they’ll be passed up by potentially dozens of other drivers along the way, who are willing to accept rides for a lower price.

The Wall Street Journal first reported the new test.

In Sacramento, some drivers attempted to create a unified plan to win themselves double the fare at the airport, where government officials, lobbyists and outsiders frequently visit the capital on state business. Simonyan put out a call on Facebook to urge drivers to action.

“Call to ALL Sacramento Uber drivers,” wrote Simonyan last week. “Let’s set our airport fare [multipliers] on minimum x2.0. [Passengers] will have no other choice but to take the trip. Who is with me on this?”

But even though dozens of drivers expressed interest in participating, it didn’t work. Drivers who set higher fare multipliers faced longer waits or weren’t assigned trips at all. Enough drivers weren’t participating and were willing to undercut them.

“If you raise the fare you sit without a ride,” wrote one driver on a Facebook group for Sacramento-based Uber drivers, who could not be located for comment. “Uber is giving rides to the cheapest drivers first. So unless you are last man standing you are going to be sitting a long long time.”

He continued: “I turned mine on and put in 1.7x and watched in an hour as about 20 cars that came in after me [went] before me.”

It’s unclear if the program may be expanded, and some labor experts warned that the ramifications for drivers could be serious.

“There’s really no way for workers to outsmart Uber in this particular scheme,” said Veena Dubal, an associate professor at the University of California Hastings College of the Law, who focuses on the gig economy. “I think it’s gonna actually lower driver income with the facade of choice and independence.”

Dubal said because Uber controls pricing, drivers do not have actual control over their pay, just the fare multiplier based on the company’s preestablished rates.

Moira Muntz, a spokeswoman for the Independent Drivers Guild, a New York-based machinists union group representing tens of thousands of for-hire vehicle drivers, was wary that the new system could help drivers at all.

“This sets up a system where there is a consistent set of drivers desperate for a quick payout who may make decisions based on near-term urgency that undercut their economic well-being long term and put downward pressure on pay for all drivers under the model Uber is experimenting with,” she said. “Drivers are eager to see more control but when it becomes a race to the bottom in terms of pay that’s no help at all.”

Uber declined to say how the rollout of the experiment affected average trip fares and surge pricing, the increased rates pegged to driver supply and rider demand based on factors such as traffic and weather.

Christian Perea, 31, of Berkeley, who said he has been driving for Uber for five years, welcomed the increased flexibility provided by Uber’s app changes: the ability to decline a ride and to see where trips were taking him along with estimated fares upfront. But a system that would allow drivers to lower prices beneath Uber’s set rates was a bridge too far, he said.
