It was 8pm on Monday when Khaled Idris Bahray told his seven flatmates he was popping out to buy some cigarettes from the Netto supermarket about 100 metres away from his flat in a prefab high-rise in the south of Dresden.
The 20-year-old Eritrean said he wouldn’t be long. But a few hours later he still hadn’t returned. “We assumed he’d gone to stay with some other friends nearby,” said his flatmate, Abdulrezak Suleman. “So we weren’t really worried.”
But around 7.40 the following morning, other residents in the six-storey building found his body slumped in the inner courtyard of the housing estate.
According to his flatmates, in reports that the police will not confirm, he was covered in blood, with at least one deep cut visible on his body. Rigor mortis had already set in. “He was lying on his back, and had blood coming out of his nose and mouth, with drops of blood leading towards the door as if he’d tried to get in, but not made it, and drops on the grass,” said Abdulatif, 23, a fellow Eritrean who lives nearby but had spent that night in Bahray’s flat.

The Ethiopian cargo aircraft that skidded off the runway of the Kotoka International Airport, Saturday, developed a flat tyre upon landing leading to the accident, preliminary investigations have revealed.

The Boeing 737 400 aircraft with registration number ET-AQV operated by ASKY from Lomé to Accra, skidded off the runway, causing extensive damage to the aircraft.

The three-member crew on board the aircraft were treated and discharged for various injuries at the 37 Military Hospital in Accra.

A statement issued by the management of Ethiopian Airlines read in part that the “aircraft skidded out of the runway with flat tyres upon landing at Kotoka International Airport in Accra on January 10, 2015”.

The Ghana Civil Aviation Authority, (GCAA), Monday set up a seven-member committee to investigate the actual cause of the crash landing incident at Ghana’s only International Airport

Beer poisoned with crocodile bile kills 72 in Mozambique

The death toll continues to rise in Mozambique after people fell ill from drinking contaminated beer at a funeral over the weekend. Seventy-two people have died from drinking the contaminated beer and 35 people remain hospitalized as of Tuesday according Paula Bernardo, director of health, women and social welfare in the northeastern Tete province, according to the Associated Press. Originally 196 people were admitted to the hospital after drinking the home-brewed beer called Phombe on Friday. The traditional beer is brewed with millet or corn flour. Officials believe the beer was poisoned with crocodile bile, according to the AP. Currently, police have no leads, police spokesman Zeferino Sande told Radio Mozambique, the AP reported. Blood and beer samples were sent to the capital of Maputo to be tested, provincial health director Carle Mosse said, according to the AP. Police say the barrel the beer was originally brewed in has disappeared, complicating the investigation. Mozambique President Armando Guebuza declared three days of national mourning following the incident.

Price of Diaspora condominium houses released (W

Addis Ababa, 6 January 2015 (WIC) - Almost all of Ethiopian regional states have finalized their Diaspora housing program directives and are preparing to start the housing program registration.

Representatives from the regional state Diaspora offices with Ministry of Foreign Affairs Diaspora Engagement Affairs General Directorate held a meeting on the Diaspora housing development program progress review on December 12, 2014 at the Ministry of Foreign Affairs (MoFA).
Progress on the preparation of directives by the regional states, finalization and standardization of the program were the meeting agenda, according to Feisel Ali, Diaspora Engagement Affairs General Directorate director.

The regions shared experiences on the issues and drew important ideas to incorporate to their directives from the meeting, stated Abreham Gebremedhin, Tigray Diaspora Coordination Office head.
Model registration procedures are sent from the Ministry’s Diaspora Directorate to all the regions, which the regions adopt based on their region’s area, land lease price, standards of urban areas where construction will take place and construction cost, explained Fiesel.
Almost all regional states have completed their directives, except Harari, Benishangul Gumuz and Afar, said Fiesel.

In Addis Ababa only, apartment houses are planned to be built, according to Addis Ababa’s Diaspora Housing Development Directive.
The apartments can be a G+4 or above but if the construction is taking place in the central zone of the city only a G+12 and above apartment building are allowed, according to Tesfa Bisrat, head of Diaspora Coordinating Desk with the rank of assistant advisor to the mayor.

The apartments will be built in group that contains either 12 or 24 members and 50sqm of land is allocated for each member for the house, stated Tesfa.

The Tigray regional state completed and approved its Diaspora housing directives in June 2014, according to Atakilt Gebreyhiwot, Tigray Urban Development, Trade and Industry Bureau director.

We have outlined an initial directive on how to proceed with the housing program but the directives can be improvised based on the interests of the house buyers as well as important guidelines we would like to include in the directive, stated Atakilt.
Tigray has planned to include apartment housing with two floors or above in all parts of the region, he said. The houses can be two, three or four bedrooms houses, according to the directives.

The two bedrooms house will rest on 60sqm-80sqm with the price tag of 424,390Br.
The three-bedroom house will cost 573,500Br and rests on 80sqm-100sqm.
The four-bedroom house will rest on 100sqm-136sqm with the cost of 779,960Br.

Another region, which has already completed its Diaspora housing directives, is the Oromia region. The region has included in its directives an apartment as well as town housing program, according to Bayissa Hirko, Oromia Industry and Urban Development Bureau, senior expert of housing transfer and administration.

The apartment will be G+4 or above, having two, three or four bedroom houses, he added.
The two-bedroom house will rest on 80sqm land and costs 400,000Br, where as
the three-bedroom will cost 550,000Br and rests on 100sqm land;
the four bedrooms will be built on 110sqm land and will cost 700,000Br.
The town houses will have a G+1 and G+2 format and will be built on 120sqm and will cost 500,000Br and 800,000

Br respectively, explained Bayissa.

The Southern Nations, Nationalities & Peoples’ Region (SNNPR) has categorized its urban areas in different levels, with Hawassa as a leading city. The rest are categorized as high-level, mid-level, town and developing towns, according to Aschalew Kassaye, SNNPR Industry and Urban Development Bureau, housing development and administration. The distinction was made based on population number, area, economy and service provision of the towns, explained Aschalew.
An apartment and a town house are to be built in the region, according to the directive.
Only G+4 and above apartment houses will be built in Hawassa with two, three or four bedrooms which rest on 50sqm, 65sqm, and 80sqm respectively while a G+3 apartment will be built in high-level towns. The apartment houses can be two, three and four bedrooms, which will rest on 55sqm, 70sqm and 85sqm of land, respectively. Only G+1 and G+2 town houses can be built in mid-level towns that have two, three or four bedrooms and built on 60sqm, 75sqm, and 90sqm, accordingly. For the developing towns only the construction of a single storey town house construction is allowed, stated Aschalew. It will have two, three or four bedrooms, which rest on 65sqm, 80sqm and 90sqm of land respectively. But cost decisions will not be finalized until January 9, 2015, he added.
Dire Dawa has only planned the construction of G+2 and G+3 town houses, according to Sebsibe Mekonnen, the city’s Diaspora affairs coordinator.
The houses will have two, three and four bedrooms, which rest on 128sqm, 160sqmand 200sqm, respectively, with 582,400Br, 728,000Br, and 910,000Br cost.
The payment will be made in hard currency, 50pc upon registration and the rest when construction begins, according to Feisel.

An Ethiopian Diaspora who has never owned a house by his name or through his relatives can register for the program.

It is possible to register collectively forming 12-24 members, stated Fiesel. The home buyers can come up with their own design but as for hiring a contractor of their choice, some regions’ directive compels them to hire only government contractor.

The directives are a work-in-progress, which could be modified based on the discussion, stated Sebsibe. We are trying to come up with standardized and similar directives and most of the directives reflect this, stated Fiesel. The directives, which are collected from the regional Diaspora offices, have been distributed to Ethiopian embassies. When all the regions complete the preparation, then we can proceed to the registration phase as we are now completing the work plan schedule, added Feisel. (Addis fortune)

An undercover Albuquerque narcotics officer has been left in critical condition after being shot by another undercover Albuquerque Police Department officer in a drug bust gone awry

Officer remains in critical condition after shooting

ALBUQUERQUE (KRQE) – An Albuquerque Police Department officer is fighting for his life after a minor drug bust went terribly wrong. Police say that undercover sting ended with a lieutenant opening fire on a fellow officer. That officer is still in critical condition and has gone through multiple surgeries.
“Those paramedics saved his life, they did everything they could to make sure he arrived here and we can’t say thank you enough to the trauma team here,” said Albuquerque Police Chief Gorden Eden.
Saturday, officers swarmed UNM Hospital in support of one of their undercover detectives who was shot in the line of duty Friday morning by a fellow undercover cop.
“As you can imagine he’s devastated,” said Eden.
KRQE News 13 has learned Lieutenant Greg Brachle is the one who shot the undercover officer. As to why he pulled the trigger, police won’t say.
According to the criminal complaint, it all happened during an undercover drug bust.
“They were out there working this case as a result of the community outcry of the narcotics activity that was occuring in this area,” said Eden.
Police say a pair of undercover detectives, who KRQE News 13 is not naming, were inside a black car in the parking lot of a McDonald’s near Tramway and Central. One of the detectives was in the driver’s seat, the other in the back.
They had just bought $60 worth of meth from two suspects, Damien Bailey and Edmond Vester, when the officer in the driver’s seat signaled for another detective to move in.
KRQE News 13 has learned shortly after, Lt. Brachle opened fire at the car, critically wounding the detective in the back seat.
“Remember these officers are out there putting their lives on the line trying to protect our community,” said Eden.
It’s unclear if either of the suspects had a weapon. In fact, the criminal complaint doesn’t mention the shooting at all. It simply says, “both individuals were taken into custody.”
News 13 asked Chief Eden why the details were left out.
“The information is still very limited as our investigators from our multi-jurisdictional shooting task force continues to do the interviews,” he said.
Neither of the officers involved were wearing protective vests or lapel cameras because it was an undercover operation.
The two suspects, Bailey and Vester, were both arrested and are booked on a $30,000 bond. They are not facing any weapons-related charges.
During Saturday’s news conference Chief Eden said that Officer Lou Golson is recovering from a third surgery and is in good spirits. Officer Golson was shot during a traffic stop earlier this month. The suspect accused of shooting Officer Golson was arrested and is facing federal charges.
