 Oromia Cooperative Bank and Payment Financial Technologies said they have launched a joint venture called Digital Credit.

 It is a convenient loan and recovery application that you can use by downloading it to your mobile phone.

 The creditor will make a claim on the application, the requirements for obtaining the loan will be met The application will announce the result within minutes.

 Small, medium and medium sized enterprises are offered unsecured loans and we have heard that loans range from 30,000 birr to 150,000 birr depending on the type of work and the repayment period.

 The Federal High Court's Lideta Division I Anti-Terrorism and Constitutional Affairs Criminal Trial was scheduled for today to respond to the complaints filed by the 6 defendants.  The 8th defendant, Keria Ibrahim, and the 19th defendant, Dr. Solomon Kidane, did not appear in court today due to illness.
 The administration of the prison responded to a written complaint by former speaker of the House of Federation, Keria Ibrahim, stating that he was not allowed to speak on the phone in Tigrinya.
 In addition, they responded to a complaint alleging that they were denied access to a notebook.
 Defendants' lawyer Wendesen Bekele, who appeared in court today, argued that the ban was unconstitutional and illegal.
 It is learned that the court has rescheduled the hearing for January 17 and will issue an order to investigate the case only.

በተጨማሪም በማስታወሻ ደብተር ተከልክለናል ሲሉ ባቀረቡት አቤቱታ ላይም ማረሚያ ቤቱ ከፍርድ ቤት ማህተም ካለበት ሰነድ ውጪ መያዝ የተከለከለው በደህንንነት መከታተያ ስርዓት መሰረት መሆኑን ምላሽ ሰቷል።  
ዛሬ በችሎት የተገኘው የተከሳሾች ጠበቃ ወንደሰን በቀለ ኬሪያ ኢብራሂም በስልክ በትግረኛ ቋንቋ ማውራት ህገመንግስታዊ መብታቸው መሆኑን በማብራራት ክልከላው ሰብዓዊ መብታቸውን የሚጋፋ እና ህግን የተከተለ አደለም ሲል መቃወሚያ አሰምቷል።

የትግራይ ክልል ህዝብ ሰብዓዊ የምግብና ምግብ-ነክ ያልሆነ እርዳታ ያለ ምንም መስተጓጎል እንዲቀርብለት፣ የክልሉ አርሶ አደር የክረምት ዝናብን በመጠቀም የራሱን ምርት እንዲያመርትና ከዕርዳታ እንዲላቀቅ መንግስት ሰብዓዊነትን ማዕከል ያደረገ የተናጠል የተኩስ አቁም ማድረጉ ይታወሳል።

ይሁንና የአሸባሪው የህወሓት ቡድን ይህን በጎ ዓላማ ያነገበውን የመንግሥት የተናጠል ውሳኔ ወደ ጎን በማድረግ የፀረ-ህዝብ እና የሽብር አቋሙን በግልፅ ያሳየበትን ተግባር የአማራና አፋር ክልሎችን በመውረር እንዲሁም በክልሎቹ በሚገኙ ንጹሃን ላይ እጅግ ዘግናኝ ወንጀሎችን በመፈጸም ለእኩይ ዓላማ የቆመ ቡድን መሆኑን በግልፅ አስመስክሯል።

መንግሥት ለትግራይ ህዝብ ባለው ውግንና እና የዕለት ደራሽ ዕርዳታ ያለ ምንም መስተጓጐል በአፋር ክልል በአብአላ በኩል በቀጥታ ወደ ትግራይ ክልል እንዲጓጓዝ ባስቀመጠው አቅጣጫ እንዲሁም የአፋር ክልል መንግሥትና ህዝብ ለትግራይ ክልል ባላቸው አጋርነት እ.ኤ.አ ከሐምሌ 12/2021  ጀምሮ በ1010 ከባድ የጭነት ተሽከርካሪዎች ከአጋር አካላት ጋር በመተባበር የሰብዓዊ ዕርዳታ እንዲቀርብ ተደርጓል።

ይሁን እንጂ የአሸባሪው የህወሓት ቡድን የትግራይን ህዝብ በስም ለመነገጃነት ከማዋል ውጪ ቆሜለታለሁ ብሎ ለሚሰብከው ህዝብ እንኳ ሰብዓዊነት የማይሰማው በመሆኑ ዕርዳታ ጭነው ወደ ክልሉ የገቡት 1ሺ10 ተሽከርካሪዎች ተመልሰው ዕርዳታ ጭነው ወደ ክልሉ እንዲመለሱ በማድረግ ፋንታ የአሸባሪው የህወሓት ቡድን ወራሪ ኃይል አማራና አፋር ክልልን ሲወር የሠራዊቱ ማጓጓዣ አድርጐ ተጠቅሞባቸዋል።

ይባስ ብሎ በጊዜያዊነት ወረራ አድርጐ ከቆየባቸው እንደ ኮምቦልቻና ሌሎች አካባቢዎች ከሚገኙ የመንግሥትና የግል መጋዘኖች የዘረፈውን ስንዴና ሌሎች ምግብና ምግብ - ነክ ያልሆኑ አቅርቦቶች በትግራይ ክልል በሚገኙ መጋዘኖች ካከማቸ በኋላ ወደ ትግራይ ክልል ዕርዳታ ማስገቢያ በሆነው በአብዓላ መስመር ወረራ በማካሄድና የከባድ መሣሪያ ተኩስ በመክፈት መስመሩ እንዲዘጋ በማድረግ እ.ኤ.አ. ከዲሴምበር 15/2021 ጀምሮ ዕርዳታ እንዳይቀርብ አስተጓጉሏል።
እንደ አለም ጤና ድርጅት አይነት ለሁሉም ሰው በእኩል ቆመናል የሚሉ ዓለም አቀፍ ተቋማት ግን አሸባሪው ቡድን የአማራ እና አፋር ክልሎችን በወረረበት ወቅት ሆስፒታሎችን እና የጤና ጣቢያዎችን ሲዘርፍና ሲያወድም ንፁሃንን ሲደፍርና ሲገድል የሽብር ቡድኑን ድርጊት ሲያወግዙ አልተደመጡም።

ይልቁንም መንግስት ወደ ትግራይ ክልል እርዳታ እንዳይገባ እያደረገ ነው በሚል የአሸባሪው ቡድን የሚያሰማውን ፕሮፖጋንዳ ተቀብለው እያስተጋቡት ይገኛል፤ ይህ በመንግስት ዘንድ ፍፁም ተቀባይነት የለውም።

አሁንም ለአንድ ወገን ባጋደለው አቋማቸው በመጽናት የሽብር ቡድኑ ወደ ትግራይ የሰብአዊ እርዳታ እንዳይገባ እንቅፋት መሆኑን በግልጽ አለማንሳታቸው በተዛባ አመለካከታቸው መጽናታቸውን እና ውግንናቸው ለህዝብ ጥቅም ሳይሆን ለፖለቲካ አጀንዳ መሆኑን ያመለክታል።

የኢትዮጵያ መንግሥት ለትግራይ ክልል ህዝብ የዕለት ደራሽ እርዳታ ያለ ምንም መስተጓጎል እንዲቀርብ ለማስቻል በየጊዜው ከአጋር አካላት ጋር ምክክር በማድረግ እየሠራ ይገኛል።

ምንም እንኳ ቀደም ብለው እርዳታ ጭነው ወደ ትግራይ ክልል ገብተው ያልተመለሱ 1ሺ10 ከባድ ተሽከርካሪዎች በክልሉ መኖራቸውን እያወቀ በዓለም ምግብ ፕሮግራም ባለቤትነት ሥር ያሉ 118 ከባድ ተሽከርካሪዎች በሙሉ አቅማቸው የእርዳታ ማጓጓዝ ሥራ እንዲሰሩ ፈቅዷል፤ እርዳታውን ለሚያጓጉዙ ሾፌሮችም ሙሉ የደህንነት ዋስትና እንዲያገኙ አድርጓል።
 
ከዚህም በላይ በቀጣይነት የሚያጋጥሙ ችግሮችን ለመፍታትና የዕርዳታ አቅርቦቱ ያለ እንቅፋት እንዲከናወን ለማድረግ ያለው ቁርጠኝነት እንደተጠበቀ ነው።

በመጨረሻም የዓለም አቀፉ ማህበረሰብና አጋር አካላት የአሸባሪውን የህወሓት ቡድን እኩይ ተግባርና የእርዳታ እንቅስቃሴ አደናቃፊነት እንዲኮንኑ እያሳሰብን መንግሥት እንደ ወትሮው የዕርዳታ አቅርቦቱ ተጠናክሮ እንዲቀጥል ለማድረግ የበኩሉን ሁሉ እንደሚወጣ እንገልጻለን።

 It is to be recalled that the government has imposed a humanitarian-centric ceasefire in order to ensure that the people of the Tigray region receive humanitarian food and non-food assistance without interruption.

 However, the terrorist group, the TPLF, has clearly demonstrated its anti-people and anti-terrorism stance by invading the Amhara and Afar regions and committing heinous crimes against innocent people in those regions.

 The government and the people of Tigray have partnered with 1010 trucks from 10/2021 trucks to the Tigray Regional State in the direction of Abala and the Afar Regional State.  Humanitarian aid has been provided.

 However, the T-TPLF invaded Amhara and Afar regions instead of sending 1,010 trucks back to the region, as the T-TPLF invaded Tigray and used it as an inhumane treatment for the people of Tigray.

 To make matters worse, he looted wheat and other food and non-food items from government and private warehouses in Kombolcha and other areas, which he had temporarily invaded, and raided the Abala line, which is a gateway to the Tigray region, and opened fire with heavy artillery.  A.  He has been barred from providing assistance since December 15, 2021.
 However, international organizations such as the World Health Organization (WHO), which claims to be equal for all, have not been heard condemning the terrorist group's looting, destruction of hospitals and health centers, rapes and killings of civilians during the invasion of Amhara and Afar regions.

 Instead, they are echoing the propaganda of the terrorist group that the government is preventing aid from entering the Tigray region.  This is completely unacceptable to the government.

 By remaining steadfast in their one-sided stance, they did not make it clear that the terrorist group was an obstacle to humanitarian access to Tigray, indicating that they persisted in their misconceptions and sided with the political agenda, not the public interest.

 The Ethiopian government regularly consults with stakeholders to ensure that the people of the Tigray region receive daily assistance without interruption.

 The World Food Program (WFP) has allowed 118 trucks to operate at full capacity, despite the fact that there are 1,010 trucks that have not yet returned to Tigray.  It also provides full security for drivers transporting assistance.

 Moreover, he remains committed to solving ongoing problems and ensuring that relief efforts continue unabated.

 Finally, we urge the international community and its partners to condemn the terrorist activities of the TPLF and to obstruct the flow of aid.

 In a weekly statement, Ambassador Dina Mufti said Prime Minister Abiy Ahmed's telephone conversation with US President Joe Biden was a sign that the spirit of communication was changing.

 Explaining to the President about the law enforcement campaign, Ambassador Dina said the leaders discussed issues related to human rights, humanitarian assistance and the reconstruction of war-torn areas.

 They expressed readiness to change their minds and agreed to work together on common issues.

 He also said that the spirit of political diplomacy is changing.

 According to FBC, Ambassador Dina said the discussion will pave the way for effective communication.

 On the one hand, he said, the success of the campaign to reverse the threat to its existence, on the other hand, the process that has begun to bring about national consensus, has intensified the struggle of Ethiopians and people of Ethiopian descent.

MODERATOR:  Thank you very much.  And good afternoon, everyone.  And thank you for joining the NSC press call on Ethiopia. 

As a reminder, this call will be on background, attributed to a “senior administration official,” and the contents are embargoed until the conclusion of the call.

For everyone’s awareness but not for reporting: Our speaker today is [senior administration official]. 

[Senior administration official], we’ll turn it over to you now.  And after your remarks, we’ll open it up for Q&A.

SENIOR ADMINISTRATION OFFICIAL:  Great.  Thanks very much, [moderator].  And thanks, everybody, for being on the call. 

The crisis in Ethiopia has been very challenging for the United States from before this administration took office but certainly through the entirety of our tenure up until now. 

It has a number of dimensions.  There’s obviously a humanitarian crisis that is particularly acute. 

There’s also a security crisis that has regional implications, given the role and influence of outside states.  And here, I would note, particularly, the unhelpful role of Eritrea in this conflict. 

And it also runs the risk of distracting from other regional priorities to the United States, like the fight against al-Shabaab. 

I wanted to clarify, given the range of accounts we sometimes see, how we see the approach the United States has been taking to this conflict from day one.  We’ve been emphasizing to all parties that there is no military solution to this conflict.  We’ve been warning against atrocities.  We’ve been trying to facilitate a peaceful resolution through dialogue between the parties.  We are not choosing sides or putting our thumb on the scale. 

As I think many of you know, we sent a Senator Chris Coons out to speak — as a personal emissary of the President — with the Prime Minister early in our tenure and named a very senior diplomat, Jeff Feltman, as our Special Envoy to help manage this crisis. 

This has, obviously, also been a major focus of time across our administration — from the President to the Vice President, the Secretary of State, and really to the entire national security interagency — with regular meetings among senior officials held on this topic. 

The trajectory of the conflict has been a bit of a pendulum, with each side having moments of clear advantage.  In recent days, the Prime Minister has begun sending more positive signals: prisoner releases, openness to dialogue, and pledges with regard to humanitarian access. 

The Tigrayan side has also publicly committed to dialogue. 

On the other hand, given what we’ve seen in the past, it’s hard to know how long this relatively constructive phase will last. 

So, the purpose of the call today was really to reinforce some of the more constructive steps and inclinations Prime Minister Abiy may be demonstrating, to put the U.S.-Ethiopia relationship onto a constructive footing, and reiterate where we need to continue to see progress — specifically, the Ethiopian army not going into Tigray; stopping airstrikes, which has taken place in recent days and about which we’ve been quite concerned, including publicly; expanding humanitarian access to all regions of the country; and engaging in ceasefire talks. 

So, we do see this as a moment of opportunity if the parties are willing and able to seize it.  That remains to be seen.  And this window won’t be open forever.  So, our goal will be to facilitate that to the greatest extent possible.

Q    Hi, thank you so much for doing this.  Will Pres- — did — will President Biden’s call to Abiy today result in any humanitarian access to Tigray?
And you mentioned the Eritreans, so I wanted to follow up on that.  Have the Eritreans returned, as the TPLF has said?  And if so, is it a full-scale invasion again aimed at ending the TPLF or a limited incursion?  What information do you have about the penetration of Ethiopian security structures by Eritreans?  Thank you.

SENIOR ADMINISTRATION OFFICIAL:  Great.  Thank you.  I’ll respond to those in the order in which you ask them. 

Humanitarian access was a significant focus of the discussion between the two leaders today.  President Biden was very clear, as I just explained in the readout, that full humanitarian access should be restored, unfettered to all regions of the country.  The Prime Minister seemed to understand that that was the request.  He has made a series of commitments, including publicly, to expand humanitarian access.  And it will now be up to the Ethiopian government to deliver on what they have been pledging to do. 

But we think this is broadly in the interest of all Ethiopians and, certainly, of the humanitarian situation.

On the Eritrians, as I indicated in my opening comments, their role in this crisis has been a negative from the start.  You know, we do not believe that they have a constructive role to be played in a conflict that is taking place on the other side of their border.  I’m not going to get into our various intelligence and other assessments of the role that they’re playing currently.  But suffice it to say we still believe that their role is unhelpful and that they should, frankly, stay out of this conflict. 

Q    Hi, there.  Thanks very much for taking this call.  Speaking of countries that are playing an unhelpful role, can you tell us what is the — what message is the United States sending to the United Arab Emirates and Turkey, which have been reported to be support — supplying the government with armed drones in order to prosecate [sic] the — prosecute war?

SENIOR ADMINISTRATION OFFICIAL:  So, I’m not going to get into private diplomatic conversations that have taken place –with a whole range of countries, by the way, including some of the countries that border Ethiopia and other countries in the broader region. 

Our approach has been to try to align all of the international actors with a voice in what is happening in Ethiopia and with any influence over Ethiopia’s leadership — including the parties, by the way, on both sides — around what I described was our objective, which is that there is no military solution, that there is only peace through dialogue between the parties.  And right now, there should be a lot of energy put into dialogue aimed at a ceasefire that can try to bring this conflict to a better place. 

That is how — that what we communicate in private to the various parties, including the one that you mentioned, and it’s what our public message is as well. 

Q    Hi, [senior administration official].  Thanks for doing this.  I’m wondering how you would describe the tone of the meeting, in particular Abiy Ahmed, and if he made any commitments for next steps.

SENIOR ADMINISTRATION OFFICIAL:  So, look, I would describe the conversation as businesslike, as serious, as substantive, and, you know, focused on issues.  You know, and in terms of next steps, I think we made clear, the President made clear what the President would like to see — which is, again, the Ethiopian army not going in to Tigray; to halting airstrikes, including — and particularly those that have caused a loss of life among civilians; expanding humanitarian access; and engaging in direct ceasefire talks.

You know, those are the next steps that we would like to see.  There have been some commitments made, including publicly, by the Prime Minister on some of those issues.  And, you know, our view is that he should now move forward on those commitments. 

Q    Yes, thank you for doing this, and thank you for taking my questions.  Simon Ateba, Today News Africa.  First, I would like to know who initiated today’s call.  Was it President Biden or Prime Minister Abiy?
And you also said that the Prime Minister seemed to understand that humanitarian access should be restored.  But did he make any commitment to allow humanitarian access into Tigray?  And as, you know, (inaudible) what kind of commitment did he make? 

And did the President make clear that — what his redline is in Ethiopia?  Thank you.

SENIOR ADMINISTRATION OFFICIAL:  So, President Biden asked for this phone call for the reasons that I explained during my opening comments.

As for commitments that were made: You know, it is our general approach in reading out these calls that we don’t characterize what the other side said; we focus primarily on what President Biden has communicated.  So, that’s what I’ve done here.

I will say it was quite clear from President Abiy — Prime Minister Abiy’s comments that he understood the imperative of restoring humanitarian access.  And, again, I will refer you to his public comments in this regard — public commitments that have been made and to our desire that those be implemented.  But I won’t go so far as to characterize his side of the conversation in any more detail than that.

Q    Hi, [senior administration official].  Thank you so much for doing this.  As you know, Special Envoy Feltman has been engaging in these conversations with the Abiy administration and other parties for a very long time.  So, I’m just wondering if you could help characterize — how would you compare these talks or the status of the conversations happening right now to those that have happened, going back, you know, six months ago — even just a few weeks ago?  Has there been — you know, is this a reflection of appreciable progress being made?  How would you characterize the context of all this?

SENIOR ADMINISTRATION OFFICIAL:  Thanks, Ali.  So, you mentioned Special Envoy Feltman, as I did.  And I should note that, obviously, Special Envoy Feltman has reached the end of his tenure and will be giving way to a new special envoy, David Satterfield, who is one of, you know, our most experienced diplomats — obviously, coming off of a position as a U.S. Ambassador to Turkey but has served a number of other roles as well — and will be very well placed to carry this work forward.

You know, in terms of where we are in the current moment, I guess I would come back to what I said at the end of my comments: This could be a moment of opportunity, but only if the parties are willing to take advantage of it.  And, you know, I’m not going to come out and say that I have a lot of confidence that that will be done.  I think that remains to be seen.

This window will not be open forever, and we are going to do everything that we can to help facilitate continued progress.  We have heard some public statements from both sides that are more constructive than some of the things that have been said in the past.  And we have seen at least the beginnings of some steps in a more constructive direction.  I’ve mentioned a few of those.

But unless the momentum is maintained, we’ll be back where we were not so long ago.  And so, our strong hope — and we will be working towards this — is that they will seize this opportunity.  But it’s really up to the parties to do it.

Q    Thank you for doing this.  I had a question about the AGOA trade pact.  Ethiopia was removed from it at the start of the year; this is, in a way, a consequence.  Are you guys considering any other form of sanctions going forward if this momentum, as you call it, doesn’t go forward the way you want it to?

SENIOR ADMINISTRATION OFFICIAL:  Yeah, so I would refer you to what we’ve said publicly on AGOA in the recent days and weeks, which is: Obviously, this — this, you know, program was terminated with regard to Ethiopia because the statute is very clear about their requirements and the criteria that must be met for countries to participate, and those relate to human rights, among other things.
We’ve also been quite clear that if more positive and constructive steps are taken to address the concerns that were raised by the U.S. Trade Representative that we would be willing to enter a process of discussion with the government of Ethiopia about an off-cycle review of their status.  But we would need to see significantly more progress on the concerns that led to the termination in the first place in order to go down that road. 

Q    Hi, thanks for doing this.  I just wanted to ask if you could provide any more details on Ambassador Feltman’s trip last week. 

And when will — I know you mentioned that his time is over, but when will Ambassador Satterfield officially assume the role?  And are there any plans for him to visit the region?  Thank you.

SENIOR ADMINISTRATION OFFICIAL:  So, I’ll refer you to the State Department on the exact timing for Ambassador Satterfield, but we expect it won’t be long. 

The President and the Prime Minister did discuss Ambassador Satterfield making a trip to the region, you know, soon after he is fully on board.  But again, nothing scheduled yet, and I’ll refer you to the State Department to determine that.

In terms of Ambassador Feltman’s visit, it came at the request and the suggestion of the Ethiopian government.  And it was in many ways a preview of some of what was said on the current call, and some of what the government of Ethiopia and the Prime Minister himself have said publicly.  So, I think the substantive readout would not be any different in meaningful ways from what I’ve already described.  And I will leave those conversations to the State Department to describe further if they’d like.

2022 tax filing season begins Jan. 24; IRS outlines refund timing and what to expect in advance of April 18 tax deadline

WASHINGTON — The Internal Revenue Service announced that the nation's tax season will start on Monday, January 24, 2022, when the tax agency will begin accepting and processing 2021 tax year returns.

The January 24 start date for individual tax return filers allows the IRS time to perform programming and testing that is critical to ensuring IRS systems run smoothly. Updated programming helps ensure that eligible people can claim the proper amount of the Child Tax Credit after comparing their 2021 advance credits and claim any remaining stimulus money as a Recovery Rebate Credit when they file their 2021 tax return.

"Planning for the nation's filing season process is a massive undertaking, and IRS teams have been working non-stop these past several months to prepare," said IRS Commissioner Chuck Rettig. "The pandemic continues to create challenges, but the IRS reminds people there are important steps they can take to help ensure their tax return and refund don't face processing delays. Filing electronically with direct deposit and avoiding a paper tax return is more important than ever this year. And we urge extra attention to those who received an Economic Impact Payment or an advance Child Tax Credit last year. People should make sure they report the correct amount on their tax return to avoid delays."

The IRS encourages everyone to have all the information they need in hand to make sure they file a complete and accurate return. Having an accurate tax return can avoid processing delays, refund delays and later IRS notices. This is especially important for people who received advance Child Tax Credit payments or Economic Impact Payments (American Rescue Plan stimulus payments) in 2021; they will need the amounts of these payments when preparing their tax return. The IRS is mailing special letters to recipients, and they can also check amounts received on IRS.gov.

Like last year, there will be individuals filing tax returns who, even though they are not required to file, need to file a 2021 return to claim a Recovery Rebate Credit to receive the tax credit from the 2021 stimulus payments or reconcile advance payments of the Child Tax Credit. People who don't normally file also could receive other credits.

April 18 tax filing deadline for most

The filing deadline to submit 2021 tax returns or an extension to file and pay tax owed is Monday, April 18, 2022, for most taxpayers. By law, Washington, D.C., holidays impact tax deadlines for everyone in the same way federal holidays do. The due date is April 18, instead of April 15, because of the Emancipation Day holiday in the District of Columbia for everyone except taxpayers who live in Maine or Massachusetts. Taxpayers in Maine or Massachusetts have until April 19, 2022, to file their returns due to the Patriots' Day holiday in those states. Taxpayers requesting an extension will have until Monday, October 17, 2022, to file.

Awaiting processing of previous tax returns? People can still file 2021 returns

Rettig noted that IRS employees continue to work hard on critical areas affected by the pandemic, including processing of tax returns from last year and record levels of phone calls coming in.

"In many areas, we are unable to deliver the amount of service and enforcement that our taxpayers and tax system deserves and needs. This is frustrating for taxpayers, for IRS employees and for me," Rettig said. "IRS employees want to do more, and we will continue in 2022 to do everything possible with the resources available to us. And we will continue to look for ways to improve. We want to deliver as much as possible while also protecting the health and safety of our employees and taxpayers. Additional resources are essential to helping our employees do more in 2022 – and beyond."

The IRS continues to reduce the inventory of prior-year individual tax returns that have not been fully processed. As of December 3, 2021, the IRS has processed nearly 169 million tax returns. All paper and electronic individual 2020 refund returns received prior to April 2021 have been processed if the return had no errors or did not require further review.

Taxpayers generally will not need to wait for their 2020 return to be fully processed to file their 2021 tax returns and can file when they are ready.

Key information to help taxpayers

The IRS encourages people to use online resources before calling. Last filing season, as a result of COVID-era tax changes and broader pandemic challenges, the IRS phone systems received more than 145 million calls from January 1 – May 17, more than four times more calls than in an average year. In addition to IRS.gov, the IRS has a variety of other free options available to help taxpayers, ranging from free assistance at Volunteer Income Tax Assistance and Tax Counseling for the Elderly locations across the country to the availability of the IRS Free File program.

"Our phone volumes continue to remain at record-setting levels," Rettig said. "We urge people to check IRS.gov and establish an online account to help them access information more quickly. We have invested in developing new online capacities to make this a quick and easy way for taxpayers to get the information they need."

Last year's average tax refund was more than $2,800. More than 160 million individual tax returns for the 2021 tax year are expected to be filed, with the vast majority of those coming before the traditional April tax deadline.

Overall, the IRS anticipates most taxpayers will receive their refund within 21 days of when they file electronically if they choose direct deposit and there are no issues with their tax return. The IRS urges taxpayers and tax professionals to file electronically. To avoid delays in processing, people should avoid filing paper returns wherever possible.

By law, the IRS cannot issue a refund involving the Earned Income Tax Credit or Additional Child Tax Credit before mid-February, though eligible people may file their returns beginning on January 24. The law provides this additional time to help the IRS stop fraudulent refunds from being issued.

Some returns, filed electronically or on paper, may need manual review, which delays the processing, if our systems detect a possible error or missing information, or there is suspected identity theft or fraud. Some of these situations require us to correspond with taxpayers, but some do not. This work does require special handling by an IRS employee so, in these instances, it may take the IRS more than the normal 21 days to issue any related refund. In those cases where IRS is able to correct the return without corresponding, the IRS will send an explanation to the taxpayer.

File electronically and choose direct deposit

To speed refunds, the IRS urges taxpayers to file electronically with direct deposit information as soon as they have everything they need to file an accurate return. If the return includes errors or is incomplete, it may require further review that may slow the tax refund. Having all information available when preparing the 2021 tax return can reduce errors and avoid delays in processing.

Most individual taxpayers file IRS Form 1040 or Form 1040-SR once they receive Forms W-2 and other earnings information from their employers, issuers like state agencies and payers. The IRS has incorporated recent changes to the tax laws into the forms and instructions and shared the updates with its partners who develop the software used by individuals and tax professionals to prepare and file their returns. Forms 1040 and 1040-SR and the associated instructions are available now on IRS.gov. For the latest IRS forms and instructions, visit the IRS website at IRS.gov/forms.

Free File available January 14

IRS Free File will open January 14 when participating providers will accept completed returns and hold them until they can be filed electronically with the IRS. Many commercial tax preparation software companies and tax professionals will also be accepting and preparing tax returns before January 24 to submit the returns when the IRS systems open.

The IRS strongly encourages people to file their tax returns electronically to minimize errors and for faster refunds – as well having all the information they need to file an accurate return to avoid delays. The IRS's Free File program allows taxpayers who made $73,000 or less in 2021 to file their taxes electronically for free using software provided by commercial tax filing companies. More information will be available on Free File later this week.

In addition to IRS Free File, the IRS's Volunteer Income Tax Assistance and Tax Counseling for the Elderly programs free basic tax return preparation to qualified individuals. 

Watch for IRS letters about advance Child Tax Credit payments and third Economic Impact Payments

The IRS started sending Letter 6419, 2021 advance Child Tax Credit, in late December 2021 and continues to do so into January. The letter contains important information that can help ensure the return is accurate. People who received the advance CTC payments can also check the amount of the payments they received by using the CTC Update Portal available on IRS.gov.

Eligible taxpayers who received advance Child Tax Credit payments should file a 2021 tax return to receive the second half of the credit. Eligible taxpayers who did not receive advance Child Tax Credit payments can claim the full credit by filing a tax return.

The IRS will begin issuing Letter 6475, Your Third Economic Impact Payment, to individuals who received a third payment in 2021 in late January. While most eligible people already received their stimulus payments, this letter will help individuals determine if they are eligible to claim the Recovery Rebate Credit for missing stimulus payments. If so, they must file a 2021 tax return to claim their remaining stimulus amount. People can also use IRS online account to view their Economic Impact Payment amounts.

Both letters include important information that can help people file an accurate 2021 tax return. If the return includes errors or is incomplete, it may require further review while the IRS corrects the error, which may slow the tax refund. Using this information when preparing a tax return electronically can reduce errors and avoid delays in processing.

The fastest way for eligible individuals to get their 2021 tax refund that will include their allowable Child Tax Credit and Recovery Rebate Credit is by filing electronically and choosing direct deposit.

Tips to make filing easier

To avoid processing delays and speed refunds, the IRS urges people to follow these steps:

Organize and gather 2021 tax records including Social Security numbers, Individual Taxpayer Identification Numbers, Adoption Taxpayer Identification Numbers, and this year's Identity Protection Personal Identification Numbers valid for calendar year 2022.

Check IRS.gov for the latest tax information, including the latest on reconciling advance payments of the Child Tax Credit or claiming a Recovery Rebate Credit for missing stimulus payments. There is no need to call.

Set up or log in securely at IRS.gov/account to access personal tax account information including balance, payments, and tax records including adjusted gross income.

Make final estimated tax payments for 2021 by Tuesday, January 18, 2022, to help avoid a tax-time bill and possible penalties.

Individuals can use a bank account, prepaid debit card or mobile app to use direct deposit and will need to provide routing and account numbers. Learn how to open an account at an FDIC-Insured bank or through the National Credit Union Locator Tool.

File a complete and accurate return electronically when ready and choose direct deposit for the quickest refund.

Key filing season dates

There are several important dates taxpayers should keep in mind for this year's filing season:

  • January 14: IRS Free File opens. Taxpayers can begin filing returns through IRS Free File partners; tax returns will be transmitted to the IRS starting January 24. Tax software companies also are accepting tax filings in advance.
     
  • January 18: Due date for tax year 2021 fourth quarter estimated tax payment.
     
  • January 24: IRS begins 2022 tax season. Individual 2021 tax returns begin being accepted and processing begins
     
  • January 28: Earned Income Tax Credit Awareness Day to raise awareness of valuable tax credits available to many people – including the option to use prior-year income to qualify.
     
  • April 18: Due date to file 2021 tax return or request extension and pay tax owed due to Emancipation Day holiday in Washington, D.C., even for those who live outside the area.
     
  • April 19: Due date to file 2021 tax return or request extension and pay tax owed for those who live in MA or ME due to Patriots' Day holiday
     
  • October 17: Due date to file for those requesting an extension on their 2021 tax returns
