‹‹አግባብ ባለው አካል ሳይፈቀድ የተያዙ ቦታዎችን ለማስተካከልና ለመከላከል›› በሚል ርዕስ የወጣው የአፈጻጸም መመርያ ከመጋቢት 1988 ዓ.ም. እስከ ሚያዝያ 1997 ዓ.ም. ድረስ በሕገወጥ መንገድ የተያዙ ይዞታዎች ሕጋዊ ይሆናሉ ይላል፡፡ በዚህ መሠረት ተፈጻሚ የሚሆኑት በሦስት መንገድ የተያዙ ይዞታዎች ናቸው፡፡ የመጀመርያው አግባብ ካለው አካል ሳይፈቀድ የተያዙ የከተማ ቦታዎች፣ ሁለተኛው ሕጋዊ ባልሆነ መንገድ በማስፋፊያ የተያዙ ይዞታዎች፣ ሦስተኛውና የመጨረሻው ደግሞ በአርሶ አደሮች ለመኖሪያ አገልግሎት የተያዙ ቦታዎች ናቸው፡፡
የአዲስ አበባ ከተማ አስተዳደር ከንቲባ ድሪባ ኩማ ሰሞኑን ለምክር ቤት ባቀረቡት የስድስት ወራት የሥራ አፈጻጸም ሪፖርት አግባብ ባለው አካል ሳይፈቀድላቸው መሬት የያዙ 46,042 ባለይዞታዎች ተመዝግበዋል፡፡ ‹‹በአሠራሩ መሠረት እየተጠራ ሕጋዊ የይዞታ ማረጋገጫ ካርታ እንዲያገኙ ለማድረግ ቅድመ ዝግጅት እየተደረገ ይገኛል፤›› በማለት ከንቲባው በሪፖርታቸው ገልጸዋል፡፡ የከተማ ልማትና የመሬት ማደስ ኤጀንሲ ምንጮች እንደገለጹት፣ ለእነዚህ ባለይዞታዎች ካርታ ለመስጠት የሚያስችል የማጣራት ተግባር እየተከናወነ ነው፡፡
ባለፉት ዓመታት በሕገወጥ መንገድ የያዙ ባለይዞታዎችን ሕጋዊ የማድረግ ሐሳብ ሲያወዛግብ ቆይቷል፡፡ ሒደቱን የሚቃወሙ ባለሙያዎች እንደሚሉት፣ ይህ አሠራር ሕጋዊ ነዋሪዎችን ወደ ሕገወጥ ተግባር የሚገፋፋና አድሏዊ ነው፡፡ እነዚህ የመሬት ሥሪት ባለሙያዎች ምክንያታቸውን ሲያስረዱ፣ የከተማው አስተዳደር ውሳኔ ሕጋዊ የሆኑትን ነዋሪዎች የማያበረታታና በአንፃሩ ሕገወጥነትን የሚደግፍ ነው የሚል ነው፡፡
ይህንን የባሙያዎች አስተሳሰብ ግን መመርያው አይቀበለውም፡፡ ቀደም ሲል ከሪፖርተር ጋር ቃለ ምልልስ ያደረጉት የከተማ ልማት፣ ቤቶችና ኮንስትራክሽን ሚኒስትሩ አቶ መኩሪያ ኃይሌም ከዚህ ሐሳብ ጋር እንደማይስማሙ መግለጻቸው ይታወሳል፡፡ መመርያው እንደሚለው ሕገወጦችን ሕጋዊ የማድረግ ሒደቱ በከተማው የተንሰራፋውን ሕወገጥ የመሬት ይዞታና ግንባታን ከመሠረቱ ይገታል፡፡ ከአድሏዊ አሠራርና ከሙስና የፀዳ፣ ሕግን የተከተለ፣ የሕዝብና የመንግሥትን ጥቅምና ፍላጎት የሚያስቀድም ነው ብለዋል፡፡ ሕገወጦችን ሕጋዊ የማድረግ ሒደት ምናልባት ከዚህ ቀደም መሬት ላልወረሰው ሰው የሚያስተላልፈው መልዕክት ምንድነው? የሚል ጥያቄ ለአቶ መኩሪያ ቀርቦላቸው ነበር፡፡
አቶ መኩሪያ ሲያብራሩም፣ ‹‹በሕገወጥ መንገድ መሬት የያዙ ሰዎች ይዞታውን በነፃ አያገኙም፡፡ ከፍለው ነው የሚያገኙት፡፡ ሁለተኛው በቀጥታ ወደ ሊዝ ሥርዓት ይገባሉ፡፡ ሦስተኛ የኪራይ ድልድል ባልናቸው ዕድሎች ተጠቃሚ አይሆኑም፡፡ ማለትም በኮንዶሚኒየም ፕሮግራሞች (10/90፣ 20/80 እና 40/60) ተጠቃሚ አይሆኑም፡፡››

Port of Assaba sold to Sheik Alamuwdihahuhi for 2.5Billon  Nakifa

The Port of Assaba is located in the eastern African region at the coast of  Red Sea has been sold  to a private venture capitalist from Sada Araba who is known for financing and buying  mega projects though out the Arab world and Africa continent. The Oil tycoon Sheik Mohamud Al Alamuwdihahuhi was trialed by his recent purchase and promised a 10 years free port use for all Ethiopian business people who want to import agricultural products and export manufacturing products to the rest of the world. The ceremony was held at a private ship at port of Assab on Red Sea,  members of the royal families and guests were invited. 
During the ceremony the Sheik pointed out his interest to buy port of Messiwa and if the people of  Djibouti and government agrees, he wants to accurate the entire Red Sea coast including Djibouti and Somali and  will name the region Al Arabia.

This will be one of the few mega projects in Sheik’s wish list. Each region will have its own governor and   president and the late Ethiopian president Mengisitu Hailemariam may be the governing partner and president for this region.

Former military ruler Muhammadu Buhari has become the first opposition candidate to win a presidential election in Nigeria.
Gen Buhari beat incumbent Goodluck Jonathan by more than 2.5 million votes, final results showed.
Mr Jonathan telephoned his rival to concede defeat. Gen Buhari's supporters took to the streets to celebrate.
Observers have generally praised the election, though there have been allegations of fraud.

"I promised the country free and fair elections. I have kept my word," Mr Jonathan said in a statement.
He said he had conveyed his "best wishes" to Mr Buhari, and urged "those who may feel aggrieved to follow due process... in seeking redress".

Celebrations

A spokesman for Gen Buhari's All Progressives Congress (APC) party praised Mr Jonathan, saying: "He will remain a hero for this move. The tension will go down dramatically."
Gen Buhari's supporters have celebrated by dancing and singing in the streets in APC strongholds, including the northern cities of Kano and Kaduna.
The APC won 15,424,921 votes and Mr Jonathan's People's Democratic Party (PDP) gained 12,853,162 votes.

Gen Buhari's victory is a hugely significant moment in Nigeria's turbulent history. Never before has a sitting president been defeated in an election.
Since independence from Britain in 1960, there have been numerous coups and most elections have been rigged. Of course in a close election there will be many voters who are not pleased with this outcome but the whole process is a sign that democracy is deepening in Nigeria.
The poll has once again brought to the surface dangerous religious and regional differences and there is still a threat of violence.
The man who has been voted out, Goodluck Jonathan, has played a huge part today in trying to prevent that. He made the phone call when there would no doubt have been some in his camp who would have preferred to dig their heels in.

The APC issued a statement after the result was announced, calling for "calm, sober celebrations" and warning supporters not to attack opponents.
"He or she is not with me, whoever does that," the president-elect said.
He is due to give a speech later on Wednesday.
The former military ruler dominated the country's north-western states, which have suffered most from attacks by Islamist militant group Boko Haram.
In Borno state, one of the worst-affected by Islamist violence, Gen Buhari won 94% of the vote.

It is the fourth time that Gen Buhari, 72, has sought the presidency.
He ruled Nigeria from January 1984 until August 1985, taking charge after a military coup in December 1983.
Mr Jonathan had led Nigeria since 2010, initially as acting leader before winning elections in 2011.
Nigeria has suffered from several attacks by the Islamist militant group Boko Haram, which has killed thousands of people in its drive to establish an Islamic state.
Many voters have said that they believe Gen Buhari is better positioned to defeat Boko Haram.
The verdict on Mr Buhari's 20 months as military ruler is mixed.
The European Union's top diplomat, Federica Mogherini, congratulated Gen Buhari on his victory, saying she "looked forward to working with" him.

Two Ethiopian Airlines flights denied permission to fly to Israel due to regional security tensions; After long delays, 280 Israelis fly back to country.

Ethiopian Airlines was forced to postpone two flights to Israel on Thursday after it did not have permission to fly on route due to the escalating turmoil in Yemen and in light of information received from security sources. About 280 Israelis who were on vacation in the area were supposed to be aboard the flights, which eventually took off after long delays.




The first flight was scheduled to take off from the Addis Ababa Bole International Airport in the afternoon hours, and land in Tel Aviv at 8 pm. The second flight was supposed to take off in the evening and land in the Ben Gurion International Airport at 3 am.

Dark Day for Lufthansa;' 150 Feared Dead After Germanwings Airbus Crashes in French Alps

Some 150 people on board an Airbus operated by Lufthansa's low cost airline Germanwings are now all feared dead after it crashed in a remote region of the French Alps Tuesday.

In an earlier Reuters report, French President Francois Hollande, said there were 148 people on board the Airbus and there appeared to be no survivors. Lufthansa later confirm the number of people on the carrier to be 150.

"There were 148 people on board. The conditions of the accident, which have not yet been clarified, lead us to think there are no survivors," said Hollande.
In a statement released via Lufthansa's Twitter account the company's chief executive Carsten Spohr said if those fears are confirmed it will be a "dark day for Lufthansa."

"We do not yet know what has happened to flight 4U 9525. My deepest sympathy goes to the families and friends of our passengers and crew on 4U 9525. If our fears are confirmed, this is a dark day for Lufthansa. We hope to find survivors," said Spohr.

Shortly after that, the worst was confirmed.

"We must confirm to our deepest regret that Germanwings Flight 4U 9525 from Barcelona to Düsseldorf has suffered an accident over the French Alps. The flight was being operated with an Airbus A320 aircraft, and was carrying 144 passengers and six crew members," said the statement.

"Lufthansa and Germanwings have established a telephone hotline. The toll-free 0800 11 33 55 77 number is available to all the families of the passengers involved for care and assistance," it continued.

"Everyone at Germanwings and Lufthansa is deeply shocked and saddened by these events. Our thoughts and prayers are with the families and friends of the passengers and crew members," it ended.

French officials told Reuters that the plane issued a distress call at 0947 GMT, some 52 minutes after take-off.

The flight was traveling from Barcelona to Duesseldorf and Hollande explained that a significant number of Germans were likely to be on it.

According to CNN, German Foreign Minister Frank-Walter Steinmeier said that he's been in contact with his French counterpart and "we will cooperate closely."

"I already want to thank the French government, which has acted immediately and prudently," said Steinmeier. "In these difficult hours, our thoughts are with those who have to fear that their close ones are among the passengers and crew."
