2-year-old in Jacksonville, Fla., will have to start doing some chores now to pay off the $4 "ticket" she received Tuesday from police officers while driving her white convertible toy car around her apartment complex.

The good news for the toddler, Za'Dariyah, is that the scribbling and drawings her mother says she has been making on the ticket won't be held against her in court.

The driving infraction against Za'Dariyah was given in fun by a few good-natured officers with the Jacksonville Sheriff's Office who were responding to a call at the same apartment complex where Za'Dariyah lives with her family.


The officers saw an opportunity to defuse the situation when they saw Za'Dariyah cruising around the parking lot.

"Everybody got a bad perception of the police … and the police was real nice when they came along," said Za'Dariyah's uncle Keyth Mishaw, who took photos of his niece's first "ticket" and sent them to First Coast News.

The photos went viral on the station's Facebook page - garnering 3 million views, 150,000 likes and 17,000 shares - and Mishaw, Za'Dariyah and her mother, Zumekia, were interviewed live on the News' 7 p.m. broadcast Tuesday night, even bringing Za'Dariyah's white convertible with them.

"I'm still in shock right now about it all," Zumekia, whose last name was not released, said of the attention her daughter's pictures have received.

Though the ticket is fake, Za'Dariyah was "bumping into some cars" while driving the convertible for the first time, her uncle said.

"She was just actually doing her little driving thing and they [said], 'She deserves a ticket. She deserves a ticket,'" Mishaw said of the officers.

"We had fun with it and my family had a good time with it," Mishaw said. "I want to say hey to the officer. He made a real good something out of nothing."

The Jacksonville Sheriff's Office has not responded to requests for comment.

KUALA LUMPUR, Malaysia — The search for a missing jetliner has been expanded well west of its last reported position, toward India, six days after it vanished an hour after taking off for Beijing.
White House press secretary Jay Carney said Thursday that some searchers were being shifted hundreds of miles west of Malaysia, far off course from the intended flight path of the jet.
"It is my understanding the one possible piece of information, or pieces of information, has led to the possibility that a new search area may be opened up over the Indian Ocean," said Carney, who added that U.S. government "may be allocating" resources to that area to take part in the search.
Meanwhile, Malaysia's acting Transport Minister Hishammuddin Hussein dismissed as "inaccurate" Thursday a report that claimed, based on engine data, that missing Malaysia Airlines Flight 370 may have flown for four hours following its last communication with air-traffic control.
Hishammuddin acknowledged that it is possible that the plane continued flying for a period of time but said a report in the Wall Street Journal stating that engine data from the jetliner continued to transmit information even after the plane lost contact with airport authorities was not correct.
However, he said, "We have not ruled out the possibility that it has flown on."
The last data transmitted from the engines was received at 1:07 a.m. Saturday on the day the plane with 239 people on board vanished, and indicated that "everything is operating normally," said Malaysia Airlines CEO Ahmad Jauhari Yahya.
Rolls-Royce, the engine maker, and Boeing, the plane manufacturer, also confirmed that no further data were received from the engines, he said. The last civilian radar signal came at 1.30 a.m. Saturday.
In another dramatic twist in the search-and-rescue efforts now into their sixth day, Hishammuddin said that satellite images released Wednesday by China are not debris from the plane.
The murky images showed what might have been three pieces of debris of significant size, leading to a fruitless search Thursday by Malaysian aircraft in the area indicated, which matched the expected flight path.
Chinese authorities later explained the image release was an accident, and did not show Flight 370 plane debris, said Hishammuddin. The publication on an official Chinese government agency website was a result of "personal behavior which is now under investigation," and was not authorized nor endorsed by the Chinese government, he said, reading from a statement from the Chinese Embassy to Malaysia.
The statement echoed remarks earlier from Li Jiaxing, China's civil aviation chief, that China could not confirm the debris pictured was from the missing plane.
Hishammuddin again defended the Malaysian authorities' response to what he called an "unprecedented" and "crisis" situation.
"We have not done anything that would jeopardize this search effort. … Malaysia has nothing to hide. We have spared no expense and no effort" in a search that he said has expanded to include 43 ships and 40 aircraft, operating on both sides of the Malaysian peninsula.
The original flight plan ran up the east side of the peninsula, over the South China Sea, but the search was extended in recent days to the west side — the Straits of Malacca — after military radar indicated the possibility of a plane making a turn back and flying into that area.
The U.S. Federal Aviation Administration and the U.S. National Transportation Safety Board reviewed the data and agreed with Malaysian authorities that there were "reasonable grounds" to search on the western side of peninsular Malaysia, he said.
Malaysia would not ordinarily release raw data from its military radars, but "in this case we have put the search effort above our national security," and shared data with the USA, China and others, said Hishammuddin.
Like conversations around the world, the plane's fate and mysterious disappearance is dominating discussions in Malaysia. "Maybe it was black magic," said Hairul Nizam, 37, a taxi driver at Kuala Lumpur International Airport. "Why was there no electrical signal from the plane? All our phones give off signals. The U.S. has such good technology, but they cannot find it," he said.
"Maybe there is some news hidden from the people," suggested his friend Zuherrdy Nasution, a sailor from Indonesia who lives in Kuala Lumpur. The most common explanations he had heard involved hijacking or sabotage. Both defended the national carrier, Malaysia Airlines, that Nasution was set to fly on Thursday afternoon.
"It is still a good airline, and the Malaysian government is trying its best," said Nizam.
At the airport's main viewing area, visitors have written hundreds of hopes and prayers on specially prepared sheets and white boards. "Sometimes miracle takes time … surely you will all come home safe — don't lose hope," read one.
Nearby, KFC employee Hakimi Yusoff took his lunch break Thursday and said Islam would help Malay families deal with their loss. "It was fate, from God, and we must accept the fate of God," said Hakimi Yusoff, 18.

Ethiopian Parliament passed the Special Status Agreement between the governments of Ethiopia and Kenya yesterday (March 11, 2014), which among others gives green light to Kenyan banks to open their offices in Ethiopia.

The agreement signed by the Heads of States of the two nations in November 2012 was already approved by Kenyan parliament earlier. Ethiopia’s latest move now gives Kenya special access to the Ethiopian 90 million people economy in sectors which have been closed for foreign investors.

Approval of the 12 pages and 14 articles Special Status Agreement by the Ethiopian parliament coincided with the three days official visit of Kenya’s President Uhuru Kenyatta and his business delegation to Ethiopia.

It was in March 1, 2012 that the former leaders of the two nations, the late Prime Minister Meles Zenawi of Ethiopia and President Mwai Kibaki of Kenya have agreed on the need of Special Status Agreement.

Facilitation of investments on selected sectors, facilitation of trade, infrastructure development between the two nations, establishment of economic development corridors and formation of joint private investment council are some of the cooperation areas listed the Special Status Agreement.

After completing the legal process of the parliament the law is expected to be published in Negarit Gazet of Ethiopia to be fully operational.

Ethiopia is a largely agricultural nation of 94 million people that endures frequent droughts and famine, with a per-capita income of a bit more than $100 per month. Is it ready for Heineken beer and KFC chicken outlets?

The companies behind these global brands think it may be. Amsterdam-based Heineken (HEIA:NA) is scheduled to open a $127 million brewery in mid-2014 on the outskirts of Ethiopia’s capital, Addis Ababa. Unilever (UN), the British-Dutch consumer-products giant, announced plans this month to open a factory near Addis Ababa that’s expected to produce detergents such as Omo. Louisville-based Yum! Brands (YUM), which owns KFC, is also considering a move into Ethiopia.

As Africa’s second-most-populous country, behind Nigeria, “Ethiopia is the one that stands out,” Bruce Layzell, Yum’s general manager for new African markets, told Bloomberg News. “We don’t want to go to a country where we can only build four or five restaurants,” he said. “We want to go in and build 50, 100. Our business is the scale game.” Besides the size of its population, what attracts multinational consumer groups to Ethiopia is robust economic growth, averaging 9.3 percent over the past four years, according to the International Monetary Fund.

Unilever says it’s trying to emulate its success in Vietnam, where over the past 20 years it has invested some $300 million and enjoyed average annual sales growth of more than 10 percent from brands that include Lipton tea and Dove soap. As in Vietnam, “we’ve taken a long-term investment decision in Ethiopia,” Dougie Brew, Unilever’s head of corporate affairs for Africa, told Bloomberg. Unilever plans to develop a “comprehensive consumer-goods manufacturing business,” he said, as well as a network of Ethiopian suppliers and distributors.

Heineken made its first big move into Ethiopia in 2011, when it acquired two state-owned brewers, Harar and Bedele, for $160 million. The new brewery scheduled to open this summer will produce Harar and Bedele as well as Heineken, according to local press reports quoting company officials.

Even if they can afford beer and soap, do Ethiopians really have enough disposable income to dine out regularly? Yum’s Layall admits the company is “nowhere near pushing the go button” for KFC in Ethiopia. “It’s still at that explore stage, to find the right partner, to see if the business model will work.”?

A Zimbabwean prophet has launched a $1.5 million legal claim against a South African sports broadcaster after it claimed he had predicted that Liverpool would win this season's English Premier League, it was reported on Wednesday.

Despite the fact that Liverpool are currently second in the league with just 10 games to play, Spirit Embassy Church leader, Uebert Angel, denies ever making the claim.

He says his reputation will be damaged if they do not win the title.

"The plaintiff claims the sum of $1,500,000 considering his character and stature as a prophet with great following... who is respected the world over by religious, social and political leaders," stated the summons filed in Harare High Court.

He says he is entitled to compensation as it would be "difficult to rehabilitate completely a reputation even if it is proved in court that the statement was misguided...".

Angel said that Johannesburg-based Supersport published the story on its website last December.

The prediction, as published on www.supersport.com, was headlined: "Zimbabwean prophet predicts Liverpool to win title."

The Herald newspaper, quoted the Angel as saying: "Liverpool, I am with you this year and God has shown me he is returning you to your glory days."

SuperSport broadcasts live English Premier League matches in several African countries.

The league enjoys a big following, where fans place bets and congregate at bars to follow their teams.

Although Liverpool have won 18 league titles, the last of these was in 1990.

Newcastle manager Alan Pardew was banned for seven matches on Tuesday for head-butting an opposing player during a Premier League game, further besmirching the reputation of one of English football's most hot-headed coaches.
Pardew was hit with the heaviest punishment ever inflicted on a Premier League manager, which will involve him initially serving a three-match stadium suspension. He is banned from being on the touchline for the other four games.
"As I have made clear, I deeply regret the incident and again wholeheartedly apologize to all parties for my conduct, which I understand was not acceptable," Pardew said in a statement released by Newcastle after an FA hearing.
"I will accept the punishment handed down by the FA today."
Pardew already has been sanctioned by Newcastle, accepting a formal warning and a fine of 100,000 pounds ($168,000), following his confrontation with Hull midfielder David Meyler on March 1.
Meyler initially barged into Pardew as he looked to retrieve the ball for a throw-in in the 72nd minute of the game at KC Stadium. Pardew squared up to Meyler and moved his head in the direction of the player's face, then was sent to the stands.
The FA also fined Pardew 60,000 pounds ($100,000) and warned him about his future conduct.
Pardew is the first Premier League manager to receive a stadium ban. Earlier this season, then-Blackpool manager Paul Ince received a five-match stadium ban from the FA for violently shoving a fourth official during a rant filled with profanity.
It is the latest touchline incident involving the hot-headed Pardew, who was banned for two matches last season for pushing a linesman and also was warned about his conduct in January after abusing Manchester City manager Manuel Pellegrini in the technical area.
In light of this latest touchline spat, Pardew said he may have to stay in his seat in the dugout and resist the temptation to get close to the action.
"I've always been involved by being on the sideline," Pardew said. "But I don't think it can harm my managementship to sit there, and maybe I'm at an age now where I need to."
Pardew will not be able to attend Craven Cottage for Newcastle's match at Fulham on Saturday. He will also miss the home games against Crystal Palace and Everton.
Pardew has apologized to Hull and Meyler. Police said no criminal action will be taken against him.
Newcastle is eighth in the Premier League with 10 matches remaining.

A Colorado man is suing his rescuers for $500,000 after he was pulled out of a submerged car during the historic floods in September.

Roy Ortiz’s vehicle plunged into a creek in Broomfield County after hitting a portion of washed out road, a local ABC affiliate reported.

According to his attorney, Ed Ferszt, divers with North Metro Fire Rescue took longer than they should in rescuing Mr. Ortiz, because they hadn’t realized he was still alive in the car. Mr. Ortiz had found an air pocket to breathe for the two hours he was trapped underwater.

“Of course he was thankful because those divers did have a major role to play in saving his life that day,” Mr. Ferszt said, according to ABC. “That doesn’t negate the fact that a mistake may have been made. I can understand why there’s a lot of furor over people thinking that he’s biting the hand that feeds. Does that mean that officers of North Metro Fire are above reproach?

“If divers went into the water in an attempt to locate Roy and they didn’t see him there, as dangerous a job that it is, and we are thankful for first responders, that was a mistake. And the legal term for that mistake is negligence,” he added.

Mr. Ortiz claims he’s racked up $40,000 in medical bills since the incident and has difficulty sleeping.

“I’m really happy to be alive,” Mr. Ortiz told the station. “But I’m looking for some help with my bills.”

“I don’t have the money to pay,” he said. “People react like I am a bad man for filing this. It’s not like that. I just tried to defend my rights. My name is being defamed; I’ve been working for the same company for 17 years, I’m co-pastor of a church in Aurora. People know me. I’ve never caused trouble.”

Mr. Ferszt said they are also suing the insurance companies of two drivers who hit the wash out after Mr. Ortiz, pushing his vehicle further into the creek, ABC reported.

He said they don’t plan to seek the full $500,000.

“Obviously, I don’t contend that Mr. Ortiz suffered actual damages in the amount of $500,000,” he told the station. “But governmental immunity notice required you to state a figure.”
